The Business Services Division (BSD) supports the individual and collective needs of the Penn community by promoting a hospitable, customer-friendly campus environment through the provision of mission-critical services and essential operations. This leadership position is responsible for managing all operational and administrative aspects of Penn Parking. Penn Parking Services has an annual labor budget of $3.2 million with over 45 full and part time employees, including salaried professional and hourly paid staff and unionized staff. Provides oversight of revenue collection and control, capital improvements, maintenance & cleaning of equipment and property; resource and people management including labor scheduling for 27 lots & garages; employee & labor relations; working with both outside & internal vendors; and controlling related costs; customer service and stakeholder relationship management. Management oversight of permit program and customer service operation, including administration, pricing and events. Due to the nature of the operation, some evening and weekend hours are required (for example, in support of Penn events). The role reports to the Director of Business Services, PTIRM (Parking, Transit, Ice Rink & Mail).
Bachelor’s degree and 5 years to 7 years of relevant experience, or an equivalent combination of education and experience, are required. Advanced degree in business management is an advantage. Substantial demonstrated operational management experience in a complex 7-day operation, preferably in the parking business. Experience in project management, preferably of facility upkeep and renovation. Experience reviewing budgets, generating and managing expenditures required. Experience supervising and developing customer service staff (preferably unionized staff) required. Demonstrated experience planning and managing services in support of special events. Strong organizational, analytical & problem solving skills. Excellent interpersonal and communication skills, including a track record of effective people and change management. Candidate must display a high degree of initiative and judgment and be able to thrive in a collaborative environment. Leadership skills must enable candidate to elicit high level of coordinated support from project stakeholders. Must hold a valid US driver’s license. Ability to work flexible hours including some evenings and weekends to support business needs.
